In Va. as a general contractor can you file a notice of contract at the court house and post it on the job to keep liens from being filed against property, just funds remaining due to sub for liens by 3 dr tier vendor or sub?

The state of Alaska Administrative Code 4 AAC 31.055(c), Selection of designers and construction managers, states, '(a) If a school district determines that it is necessary to engage the services of a private consultant to design or provide construction management for an educational facility with money provided under AS 14.11.011 - AS 14.11.020 , or for a project approved for reimbursement of costs under AS 14.11.100 , and the estimated cost of the contract is more than $50,000, the selection of the consultant shall be accomplished by soliciting written proposals by advertising in a newspaper of general circulation at least 21 days before the proposals are due. The contract shall be awarded to the most qualified offer, after evaluating the proposals submitted. (b) Nothing in this section precludes a school district from retaining the services of a consultant on an as-needed basis under a multi-year contract, if the term of the contract is not more than five years. (c) The school district shall provide a procedure for administrative review of complaints by aggrieved offers which allows them to appeal, within 10 days after the notice of intent to award, requesting a hearing with notice to interested parties, for a re-determination and final award in accordance with law. I want some one who is a Individual owner (A/C contractor to license my Corporation (Plumbing contractor)so my corp. can do both. I need to understand what is meant by 7068.1 C under 7068. Qualifications. I don't want to give up 20% ownership in my company and he doesn't want to close his business. Can this be done? by using line (c) of 7068.1. What is meant by (the majority of the partners or officers are the same)? Could he then form a partnership with his business and become an officer of mine with out owning 20% of my company. His business is very small in comparison to mine.
How should a contractor respond to a notice of nonpayment from a supplier?
We are a Florida contractor who performed work on a property owned by a municipal corporation organized under the laws of the State of Florida. We have received a notice of nonpayment from a material supplier, under an order given by one of our subcontractors. However, this subcontractor did not supply any materials under our contract. The subcontractor did supply materials directly for the owner, the municipality. How do I handle this notice of nonpayment? Do I need to do anything since the property is not subject to a lien under the provisions of Section 713.01(23), Florida Statutes?
