Can a half uncle and half niece get married?

If two U.S citizens get married Jamaica, is it automatically 'put on file' in the state of Georgia. Or do we have to apply for a Georgia marriage license to make it legal or recognized?

I am 50 years old and my partner is 90 years old. He is intellectually active and he is responsible for his decisions. He is widow and he has no children, just sisters and nephews. I want to marriage to him because I want to care him until he dies. He says that he cannot marriage because his age. We live in Colorado, Is this true?
