How does my mother get a divorce from a husband that remarried without divorcing her?

My mom married a man in 1996 that left her that same year who is from Alabama. He remarried not even 2 years later without getting a divorce from my mother. My mother wants a divorce, but it should also be known that the marriage he is in right now is not valid. Who do we report this to and how do we file for her divorce? Do we go about it the same way by having him served in Alabama and file it in KY. I have copies of the marriage certificates for both parties.
