Adoption

When did legal custody begin for our adopted child?
The state gave My wife and I permission to bring a 3 year old child whom we wanted to adopt into our home in March 2006. We provided medical care, enrolled her in kindergarden and took her to church. In September of 2007 the adoption was final and we were issued a birth certificate showing that she was our daughter. My question is this. When did the legal custody begin? When we brought her into our home and began providing for her (2006), or when the adoption was finalized (2007)?

What steps are needed to adopt our grandson without his mother involved?
At present my husband and myself have temporary custody of our grandson, granted in September 2006. Our son had signed over his rights to us before we started the procedure, however the mother refused. Since August 2006 we have heard from her 3 times and not seen her since August 2006. She did not appear at the final hearing. She is a known drug addict and is at present eluding the police for active warrants concerning violations of her parole. What steps must we take to adopt our grandson? We do not want her in his life. He is only 2 and a half.

Does the biological father need to be contacted for adoption?
My 16 year old daughter wants to be adopted by my husband and her stepfather, her biological dad is not in the picture and really never has been nor does he pay child support. My question is, does he have to be contacted for this to take place. We have not seen nor heard of him in several years.
