What can I do about my neighbor's harassment and threats?

Full question:

I am being harassed by a neighbor who drinks very heavily. The police have been here 4 times. I have complained to the manager and owner and they say legally they can't do anything. The police told me I needed to address the problem with both parties and our manager said lawyer advised it was a civil matter. Last night she was served by the police and we are going to court. Shouldn't I be allowed the privilege of not being screamed vulgarities at every time she gets trashed. I have had witnesses but the manager says her hands are tied. What can I do? Last night I was threatened with bodily harm; at 65 I'm not much of a fighter.

Answer:

To address harassment and unsafe conditions, submit written complaints to your landlord. This creates documentation showing that they are aware of the situation. If moving is not an option, consider seeking a restraining order for your protection.

To stop neighbor harassment through code enforcement, document the incidents and gather evidence such as photos, videos, or witness statements. Report the harassment to your local code enforcement office, as they can investigate violations related to noise, safety, or property conditions.
