My son-in-law was convicted of a felony in the state of Ohio for stealing a four wheeler and served three months in an Ohio prison. He is 24 now and living in Arkansas where everyone hunts and would like to go with the family, but he is a felon. How can he file for amnesty?

“Pardon” means the remission of penalty by the governor in accordance with the power vested in the governor by the constitution and is made by a petition to the governor. I'm unable to find an Ohio statute governing amnesty. The following is an OH statute:
2967.07 Written applications for pardon, commutation of sentence, or reprieve.
All applications for pardon, commutation of sentence, or reprieve shall be made in writing to the adult parole authority. Upon the filing of such application, or when directed by the governor in any case, a thorough investigation into the propriety of granting a pardon, commutation, or reprieve shall be made by the authority, which shall report in writing to the governor a brief statement of the facts in the case, together with the recommendation of the authority for or against the granting of a pardon, commutation, or reprieve, the grounds therefor and the records or minutes relating to the case.
