I have a home in a community where there is a covenant against a private water system meaning i have to be connected to the community water which is operating without regulation certification or dec approval the water contains silt and methane gas and is unfit to drink as per the water utility i wish to install a private water system (cistern) and have it filled by a certified operator is there a legal way i can amend the covenant?
